I have a confession to make. In 2018, I wrote “mineral-based pigment, no chemicals” on a purchase order. The QC supervisor rejected it three days later. Not because the pigment was bad — because that phrase is not a specification. The vendor had no way to know what we needed. The cancellation fee was around $680. I still remember the invoice.
I’ve been in procurement for eight years, mostly on the specialty chemicals side. I now keep a personal failure list: 14 documented mistakes, nearly $14,000 in wasted budget. Every item on that list happened the same way: someone bought a label, not a product spec. That is why the question “is titanium dioxide mineral or chemical?” makes me wince. It’s both. Minerals are chemicals. And customers who ask that question are usually trying to make a quality decision with the wrong tool.
So what should you ask about titanium dioxide?
Titanium dioxide, or TiO2, is a naturally occurring mineral and also a manufactured chemical substance. CAS number 13463-67-7. It appears in two crystal forms, rutile and anatase, and its properties change with particle size, surface treatment, and purity.
When a buyer asks “is titanium dioxide mineral or chemical?”, they usually mean “is it safe?” A mineral origin does not make a material automatically safe. Under the EU CLP regulation, certain TiO2 powders are classified as suspected carcinogens via inhalation. That hazard label is about dust exposure, not about a well-dispersed pigment locked in a coating. But the point remains: natural is not a hazard rating and it is not a quality specification.
Why I verify legal entities now
One item on my failure list came from ordering an Innospec product without checking the legal entity. Everyone had told me to include the exact manufacturer on the P.O. I didn’t think it mattered, until the truck sat in customs for three days. The invoice said “Innospec Performance Chemicals Italia S.r.l.” and my internal purchase order said only “Innospec.” Customs and our forwarding agent spent three days trying to match them. The storage and forwarding charge? About $340, plus a delivery delay that annoyed the client.
The product itself was fine. My paperwork made it look like a compliance risk. Now I treat entity names as part of the quality chain. If a batch has a problem, “Innospec” does not help anyone. The plant, legal entity, and batch number are what help.
The same logic applies to product names. Innospec Active Chemicals LLC makes active ingredients. The word “active” can sound alarming to a marketing person, but for a formulator, an active is the thing that does the job. I want to know which site made it, what the specification is, and what was tested in the reported certificate of analysis.
The additive-free problem
I have mixed feelings about the phrase “additive free.” If a tequila brand like Teremana says “additive free” because it does not add artificial sweeteners or flavoring, that is useful information. It pushes the whole industry to talk about what goes into the bottle.
But “additive free” is not a chemical quality standard. A corrosion inhibitor is an additive, and in many fuel applications it is exactly what protects a metal surface. A fragrance is also an additive, and a fragrance without a purity specification can cause problems. Additives are not inherently good or bad. The dosage, the impurity profile, and the function determine quality.
I once approved a roll of self adhesive contact paper for a client display because the label said “safe” and “water-based.” It did not state peel adhesion or film thickness. By day three, the corners were lifting. The installer had to remove and replace almost an entire panel. The material cost was small; the labor and rework cost was roughly $1,100. When the client remembers that failed display, they don’t think “bad contact paper.” They think our company did sloppy work. That is the real cost of buying a label.
A simpler checklist
I now teach buyers to replace vague words with numbers and names.
- Name the material, then the grade. Instead of “titanium dioxide natural mineral,” write “titanium dioxide, rutile grade, pigment grade, d50 within X range, oil absorption within Y range.”
- Name the manufacturer and the legal entity. If you need an Innospec product line, write the appropriate entity, such as Innospec Performance Chemicals Italia S.r.l. or Innospec Active Chemicals LLC, plus the batch documentation you expect.
- Name the failure test. For self adhesive contact paper, define peel adhesion, film thickness, temperature resistance, and removability. If “eco-friendly” matters, identify the adhesive chemistry and what contaminants or plasticizers are excluded.
What about clean-label customers?
I am not saying clean labels are wrong. I am saying the marketing label and the procurement spec are different documents. A consumer may read “additive free” and feel better. That is okay. But when you order an industrial product based on those words alone, you will eventually pay for it in rework, client trust, and brand reputation.
After I switched to a better-controlled rutile grade instead of the cheapest option, I second-guessed myself for two weeks. The extra cost sat on my mind. Then the production run came through with no tint shift, no dispersion issue, and no rejected parts. The relief was real. Quality does not need to look expensive. It needs to show up in the details.
Bottom line
Titanium dioxide is a mineral. Titanium dioxide is also a chemical. “Additive free” can be true and still irrelevant if nobody defines what was added or removed. And a supplier name like Innospec only earns trust when someone can verify which specific product, legal entity, and batch was involved.
If you judge a product by the front of the label, you are making a guess. If you judge it by a spec, a certificate of analysis, and a clear failure mode, you are making a quality decision. I have done both. I still have the invoices from the first kind.
